Richard Anderson, Senior Consultant

The Ferguson Group maintains an affiliation with Rich Anderson, an independent consultant for land-use and real property management issues for federal governmental entities and private concerns.   Rich served as director of real estate and basing for the Department of the Navy where he developed and supervised implementation of Departmental Real Property management and basing programs world-wide, including the property sales and basing realignments resulting from the 1988 to 1995 rounds of base closure.  He also oversaw the development of environmental documentation supporting the fielding of major weapon systems and realignment of domestic forces and personally represented the secretary of the Navy for inter-departmental/inter-governmental/Congressional/diplomatic matters pertaining to real property acquisition, management and disposal, as well as basing matters.

Rich received his B.S. from Shepherd College, Shepherdstown, WV with a dual major in Economics and Business.  He also obtained his Real Estate Appraisal Certificate from American University in Washington, D.C. and is a graduate of the Federal Executive Institute in Charlottesville, VA.


Paul Bea, Senior Consultant

The Ferguson Group maintains an affiliation with Paul Bea, who specializes in several modes of transportation, most particularly the marine transportation system. Paul served for over 25 years as Washington Representative of the Port Authority of New York & New Jersey and managed the agency’s Washington Office.  There he participated in a range of water resources projects and policy matters, starting with the landmark Water Resources Development Act of 1986.  He was actively involved in port coalition efforts to resolve difficult issues regarding project cost-sharing and the creation of the Harbor Maintenance Tax and Trust Fund.  Paul was one of a team who won the authorization and funding for the largest Corps of Engineers deep draft navigation project, currently under construction in the Port of New York-New Jersey. 

In recent years he has focused on how Federal policy should address the demand for new freight system capacity, including short-sea shipping, and navigation safety.  Following the attacks of September 11th Paul was actively involved in emerging homeland security policy and grant programs.  Paul has participated in transportation related organizations.  He was appointed by the Secretary of Transportation to the Marine Transportation System National Advisory Council and serves on the Board of Advisors of the Eno Transportation Foundation. Paul also participates as a legislative advisor to the Joint Ocean Commission Initiative, created to advocate recommendations of the two national ocean policy commissions.  Paul’s coalition credits include his present role as chair of the Coastwise Coalition, which encourages expansion of the domestic transportation capacity through short-sea shipping. He heads the Marine Navigation Safety Coalition to advocate for Federal navigation services programs. He also organized and chaired the Washington Port Representatives group for 23 years and has participated in many initiatives with the American Association of Port Authorities.

Paul professional background in Washington includes serving as aide to New Jersey Governor Brendan T. Byrne and to the late U.S. Rep. Edward J. Patten.  He earned his B.S. at Indiana University of Pennsylvania. 


Sean C. Garrigan, Senior Consultant, AICP, RLA

The Ferguson Group maintains an affiliation with Sean C. Garrigan of Stromberg/Garrigan & Associates, Inc., which provides urban planning and urban design services to local governments and private land development clients. Sean is a licensed landscape architect and professional land planner with 15 years of experience focused on the planning and design of urban revitalization projects, with a special emphasis on brownfields redevelopment. He has extensive experience managing U.S. Environmental Protection Agency-funded regional environmental impact projects and brownfields assessment initiatives.

Sean managed the planning and urban design group at an international engineering firm for 10 years prior to forming his current partnership. He received his B.S. in Environmental Design from Delaware Valley College and his Master's in Landscape Architecture and Regional Planning from the University of Pennsylvania. He also holds a post-graduate certificate in Historical Preservation from the University of Pennsylvania and a certificate in Architectural Conservation and Urban Planning from The International Centre for the Study of the Preservation and Restoration of Cultural Property (an educational affiliate of the United Nations Educational Scientific and Cultural Organization (UNESCO) located in Rome, Italy). He is a member of the American Institute of Certified Planners.


James F. McConnell, Of Counsel

The Ferguson Group maintains an affiliation with Jim McConnell, who has been a Washington Representative of local government agencies within Orange County for more than 25 years.  From 1974 to 1980, Jim worked for the U. S. Congress, including serving as committee staff in the House of Representatives, and as legal staff in the American Law Division of the Library of Congress.  Jim’s clients include:  County of Orange, CA, Orange County Transportation Authority, Orange County Water District, Santa Ana River Flood Protection Agency, Transportation Corridor Agencies, Borrego Water District, and City of Westminster, CA.

Jim received his B.A. from John Carroll University, Cleveland, Ohio, and his J.D from The American University, Washington College of Law, Washington, D.C. He is admitted to the bars of the State of Ohio, District of Columbia and U.S. Supreme Court.


Shirley Speidell , Senior Consultant

Elizabeth Ruebman, Principal

Shirley Speidell is a former principal with TFG who represented clients on matters related to transportation, economic development, and salmon recovery. Shirley joined TFG in 2001 and is a former senior program manager for the Information Technology Association of America where she lobbied Congress on telecommunications issues and developed an expertise in IT accessibility. Shirley also worked as professional staff for the House Science Oversight and Investigations Subcommittee specializing in technology and energy issues; a lobbyist for Preston Gates Ellis & Rouvelas Meeds, where she was responsible for energy, environment, and public works issues with a special focus on appropriations; a legislative correspondent to U.S. Senator Susan Collins; and a legislative assistant to U.S. Representative Linda Smith.

Shirley received her B.A. in Business Economics from Willamette University where she was president of the College Republicans and a columnist for the paper. She served as Washington State Society President from 1999 to 2002 and is a member of the Washington State Society and the Oregon State Society.

Shirley assists TFG with marketing and client development in the Pacific Northwest.


Ralph Webb, Senior Consultant

The Ferguson Group maintains an affiliation with Ralph H. Webb, of Webb Public Management Services, which provides management and government relations services to local government.   Ralph represents the interests of cities and joint powers authorities, focusing on transportation and public infrastructure and provides program management services for joint powers authorities.  He is Program Manager for a 12-member authority addressing contaminated groundwater remediation in a groundwater basin threatened by one of the largest collection of Superfund sites in the country. He was the Executive Director of a multi-city transportation authority, implementing a $ 2+ billion multi-modal strategic plan to improve transportation services in a major southern California interstate corridor. Ralph is a former city manager, redevelopment executive director, and housing authority executive director. He received his B.S. in political science from California State University, Pomona and did graduate work in Public Administration at the University of California, Los Angeles.

Thomas Rodney “Rod” Autrey, Senior Marketing Consultant

Rod Autrey joined TFG in 2000, combining his business and local government backgrounds to handle marketing and client development nationally.  Rod’s experience in all facets of local government has proven invaluable to potential clients as they seek to understand the significant benefits that a business relationship with TFG will create.  Rod has also worked with clients on the development and implementation of strategic, economic development, and land-use plans.

Rod was born and grew up in Charlotte, NC where he pursued both a political and a business career. He became involved in politics in Charlotte and Mecklenburg County in 1977.  Rod served on or chaired numerous campaign, bond, and tax referendum committees; served as chairman of the Mecklenburg County Parks and Recreation Commission from 1978 until 1984; served as a county commissioner, including vice chairman and then chairman of the board, from 1984 until 1992.  He then served as an at-large representative on the Charlotte City Council from 1997 until 2001.

Rod retired from elected office in December of 2001 and in January of 2002 he and his family moved to Anderson, Indiana.  He graduated from the University of North Carolina at Chapel Hill where he earned a BS in Accounting.  Rod practiced as a CPA for 16 years—four with Arthur Young & Co. and twelve as a partner in his own firm.  Rod changed careers in 1989 and has focused on marketing and client development ever since.
