Registration for Stimulus Recipients Open (posted August 27, 2009)
Beginning on August 17, 2009, recipients of stimulus funding will be able to register on www.FederalReporting.gov. Any State or local government, contractor, university, nonprofit or other entity that has received a grant, loan or contract of $25,000 or more from the Recovery Act is required to register. Starting October 1, 2009, registered entities will be able to submit their quarterly reports through this website. The first report is due on October 10, 2009.

The Ferguson Group will provide periodic updates to the American Recovery and Reinvestment Act.
These continuing alerts will give you up-to-date information from the Federal agencies as that
information is released on the various programs funded in the economic stimulus legislation.

Even if you have not yet received your stimulus funding, you should be developing a tracking and reporting process and system now to meet strict reporting requirements. - Amy Driver, Client Services Manager at eCivis, a grants management firm that works primarily with local governments, provided a detailed overview of known reporting requirements and will be available answer questions that listeners will have regarding the rules and how to plan for reporting. www.ecivis.com
- Bill Coleman, Manager of Local Government for SAS, works local governments across the US to understand best practices and solutions. He is a former Town Manager of Cary, NC, the seventh-largest municipality in the state with a population exceeding 130,000. SAS software is used by many agencies of the Federal Government as well as many state and local governments. SAS has created a Recovery Optimization and Management Solution that enables grantees to meet the federal reporting requirements. www.sas.com

OMB Releases Guidance on Stimulus
On February 18, 2009, Peter R. Orszag, Director of the Office of Management and Budget, issued a memorandum to the heads of Federal departments and agencies. The memorandum details the steps
that Federal departments / agencies must take immediately to effectively meet the objectives and to implement the economic stimulus legislation.
Of particular note, the guidance addresses Federal agency requirements to provide spending and performance data to the Recovery.gov website. Additional guidance providing further detail and
covering a fuller range of items will be issued within 30-60 days.
In addition, Federal agencies must, within twenty (20) days after enactment of the Recovery Act, post funding opportunity announcements (i.e., “synopses’) to www.Grants.gov. Information about specific requirements (e.g., use of funds, certification, data reporting, performance measures, etc.) under the Recovery Act should be in the full funding announcement. The Grants.gov synopsis shall link to the full announcement on the agency website within thirty (30) days of enactment. In the interim, the synopsis should link to an agency instruction on when the full announcement is expected to become available.
