Application Open for Byrne Competitive Grants (posted March 20, 2009)

On March 20, 2009, the Department of Justice (DOJ) began accepting applications for the Edward Byrne Competitive Grant Program. DOJ has $225 million in stimulus funds to distribute through this program to national, regional, state and local public and private entities, in order to improve the functioning of the criminal justice system. Applications will be accepted until April 27, 2009.

Grants for Tribal Law Enforcement Available (posted March 20, 2009)

The Department of Justice has begun soliciting applications for stimulus funding under the Assistance for Tribal Law Enforcement Program. This program provides a total of $225 million to federally-recognized Indian tribes to construct correctional facilities on tribal land. The deadline to submit an application is May 4, 2009.

Competitive Grant Program for Rural Law Enforcement Open (posted March 20, 2009)

On March 19, 2009, the Department of Justice began accepting applications for grants from its Assistance to Rural Law Enforcement to Combat Crime and Drugs program. This program received $125 million in stimulus funds, which it will distribute competitively among rural law enforcement agencies. The deadline to apply for these funds is April 22, 2009.

Funding for Law Enforcement Agencies Along Southern Border Available (posted March 20, 2009)

Applications for stimulus funding from law enforcement agencies located either in the Southern border region or in High-Intensity Drug Trafficking Areas (HIDTA) are now being accepted by the Department of Justice. The stimulus bill provided $30 million for this program, $10 million of which must be used for the Bureau of Alcohol, Tobacco, Firearms, and Explosives' Project Gunrunner program. In order to receive funds, agencies must submit an application by April 17, 2009.

COPS Hiring Recovery Program Solicits Applications for Funding (posted March 16, 2009)

On March 16, 2009, the Department of Justice announced that it will begin accepting applications for stimulus funds available under the Community Oriented Policing Services (COPS) Hiring Recovery Program. The COPS Hiring Recovery Program will distribute up to $1 billion competitively to law enforcement agencies, in order to create and preserve jobs. Applications for these grants will be accepted until April 14, 2009.

DOJ Makes $100 Million Available for Victims of Crime (posted March 17, 2009)

On March 12, 2009, the Department of Justice announced the availability of $100 million in stimulus funds for crime victim programs. A total of $95 million will be distributed by formula to state agencies, $47.5 million of which is designated for Victims of Crime Act (VOCA) victim compensation programs, and the remaining $47.5 million is designated for victim assistance programs. The Recovery Act funding may be expended during the fiscal year of award plus the three subsequent fiscal years, like regular VOCA formula grants In addition, $5 million will be awarded in discretionary grants under the currently open National Field-Generated Training, Technical Assistance and Demonstration Projects competitive grant solicitation. This funding is available only to private nonprofit organizations, including faith-based and community-based organizations, colleges or universities, public agencies, tribal governments, or tribal organizations. The deadline to apply is March 29, 2009.

Justice Solicits Applications for ICAC Formula Grants (posted March 17, 2009)

On March 13, 2009, the Department of Justice announced that it was accepting applications for Recovery Act Internet Crimes Against Children (ICAC) Task Force Program Grants. These grants are allocated by formula to the 59 state and local agencies currently receiving ICAC Task Force funds. In order to obtain their grants, eligible applicants must register with the Office of Justice Programs' online Grants Management System by March 16 and submit an application by April 8, 2009.

Application for Transitional Housing Assistance Grants Opens (posted March 17, 2009)

The Department of Justice has begun accepting applications for its Transitional Housing Assistance Grants for Victims of Violence Against Women program. Funding is available to support programs to provide assistance to individuals who are homeless or in need of transitional housing or other housing assistance as a result of fleeing a situation of domestic violence, dating violence, sexual assault, or stalking, and for whom emergency shelter services or other crisis intervention services are unavailable or insufficient.

All applicants who intend to apply for Recovery Act funding under this program are encouraged to submit a non-binding letter of intent to OVW's Director by March 24, 2009. The due date for applying for funding is April 8, 2009.

DOJ Releases State Allocations for STOP Program Funds (posted March 16, 2009)

The stimulus bill provides $140 million for the Services, Training, Officers, Prosecutors (STOP) Violence Against Women Formula Grant Program.  The Department of Justice (DOJ) recently detailed how these grants will be allocated by State.

DOJ Announces Technical Assistance Grant Program (posted March 5, 2009)

The American Recovery and Reinvestment Act provides for $100 million in funding for victim compensation and assistance. $5 million of this funding will be directed to discretionary grants made available under the National Field-Generated Training, Technical Assistance and Demonstration Projects program. This grant opportunity offers awards of $50,000 to $500,000 to private nonprofit organizations or public agencies to support the development of national-scope training, technical assistance, and demonstration project initiatives. All initiatives must focus on improving the capacity of victim service providers and allied practitioners to advance rights and services to crime victims in a variety of areas, including child abuse, elder abuse, sexual assault, and stalking.

USDOJ Releases Byrne JAG Allocations (posted March 4, 2009)

On March 2, 2009, the Bureau of Justice Assistance (BJA) released its allocations to State and local governments under the Edward Byrne Memorial Justice Assistance Grant Program.  Solicitations will be released within the week, and local governments will then have 30 days to apply to access those funds.  Communities must provide program details (how the money will be spent and where) and a detailed budget.  The application process will be online, either through BJA’s website or through Grants.gov.  Those funds will not go through the State, but will come directly from BJA.

Of the total $2 billion included in the stimulus legislation, States will receive 60% of the funds while local governments will receive 40% of the funds.  The designated State Administering Agency (SAA) receives the State funds.  States are obligated to pass through at least 42.3% of their allocations to local governments.  Many SAAs administer Byrne JAG funds through annual grant competitions.  Contact your SAA to determine how your State allocation will be distributed.

DOJ Provides Guidance on Accessing COPS Hiring Stimulus Dollars

On February 17, 2009, Timothy J. Quinn, Acting Director of the Office of Community Oriented Policing Services (COPS Office) sent a Dear Colleague to local law enforcement agencies that details how the Department will distribute COPS Hiring funding.

The funding will be distributed through a competitive grant program. The online application materials are scheduled to be available before the end of March, but in the interim, the COPS Office is working to ensure that agencies has sufficient time to complete various required steps before the solicitation opens.
