President Signs Stimulus Plan

On Tuesday, February 17th, President Barack Obama signed into law H.R. 1, the American Economic Recovery and Reinvestment Act. This $787.2 billion measure is the largest single infusion of spending ($575.3 billion) and tax cuts ($211.9 billion) into the economy in American history. In an effort to stimulate economic growth and create jobs, the measure contains funding for more than 75 federal programs, many of which will benefit local governments. Certain programs will provide funding directly to local governments through already established formulas or procedures, whereas with other programs, the federal agencies will host a grant competition for stimulus dollars. To help navigate this process, The Ferguson Group (TFG) has put together a comprehensive analysis of this bill that provides details on the majority of programs funded by this legislation and tips on how to access those funds. Senate Passes Stimulus Plan

Just before 1:00 pm today, the Senate passed H.R. 1, the American Recovery and Reinvestment Act, by a 61 to 37 vote. The House and Senate must reconcile their two versions of the bill.  Negotiations on a final agreement are scheduled to begin immediately.  Senate Majority Leader Harry Reid and House Speaker Nancy Pelosi warned that Congress will not leave for the Presidents Day recess (scheduled to begin at the end of this week) until a final stimulus measure is cleared for President Obama’s signature.

Economic Stimulus -Initial Analysis of House Leadership Proposal

The House Leadership released an $825 billion economic stimulus plan, which combines $550 billion in spending and $275 billion in targeted tax cuts. The Ferguson Group participated in a stakeholders meeting sponsored by the Office of House Speaker Nancy Pelosi (D-CA) to discuss the economic recovery package. House Majority Leader Steny Hoyer’s (D-MD) office, and staff from the House Appropriations Committee and House Ways and Means Committee, also participated.

It is widely believed that funding will be appropriated for public‐works projects to repair the nation's crumbling infrastructure, as well as a fresh infusion of cash to promote green technology and alternative‐energy sources.
